identified as 48-year-old diane saul van of san francisco. investigators are still trying to figure out how the crash happened. >> we are still interviewing witnesses and going over video footage so we can put the investigation together. >> reporter: sullivan was taken to a local hospital where she died a short i'm later. the cement truck driver is cooperating with the investigation. they do not believe that alcohol or drugs were factors in the crash. >>> now to that blizzard blanketing much of the northeast. the storm clouds have moved out and we are looking at the numbers. a staring 40 million people have been impacted by the storm. more than 650,000 people have lost power in 9 states. so far, the storm is being blamed for nine deaths, including an 11-year-old boy overcome by carbon monoxide poisoning as he sat in a running car. some parts of the northeast saw over three feet of snowfall. cps alescbs's reporter marley falls says that residents are taking time to clear it out. >> reporter: several state have lifted travel bans and airports reopening. but it's taking a lot of work. >> every

? >> well, david it's on its way out here. we started off this storm just 24 hours ago, with diane sawyer right here in the exact spot. we're standing on the snow pile that's been dragged up as they tried to clear the streets. i want to show you something. take a look at this satellite picture. look at that. does it look like a hurricane eye, it certainly does. as this storm pulls away from the coastline, it's similar to a hurricane category 1 reading. the storm's winds will stay with us for a few more hours. those snowfall totals, record-breaking again. in portland, 31 inches. almost 32 inches. their biggest snow total in a snow event, ever, boston in to top five there. again, that area that gio is in, that area 30 to 40 inches of snow that's considered a record in about any location. david, we'll watch this storm system pull away now. >> another storm out west and the arctic cold now coming. >> yeah, we'll warm up here over the next couple of days. even though we got the cold temperatures tonight. by the time we get into monday the entire northeast is warmer. there are blizzard warnings

's the nation's largest credit rating agency. the agency played a huge role in the 2008 financial crisis. diane macedo from the fox business network has the details. >>> the justice department is suing s&p saying the high ratings to mortgage bonds that tanked in value and fuelled the 2008 financial crisis. from september 2004 to october 2007 s&p knowingly defrauded investors in hopes of decreasing revenue and market share. the ratings firm suggest it is being unfairly punished to predict a housing maelt down no one else predicted either. it was without factual or legal mir rit. sources tell the wall street journal for 4 months both sides discussed a potsible settlement with the case. a deal could leave it more vulnerable to other lawsuits. while this is the first government suit of its kind many investors say they were misled by ratings and dozens of the cases have been thrown out on the grounds that the ratings are opinions protected by the government. government is expected to take a legal approach. it will be interesting to see how this one plays out. >> diane macedo from fox business. thank
